HE PROPOSES SCHOOL BASED MENTAL HEALTH CLINICS TO TREAT ALL CHILDREN WHO BELIEVE IN GOD FOR MENTAL ILLNESS!

SUCH A STATE HAS BEEN DECLARED AS A RESULT OF UNMET PERFORMANCE STANDARDS,
THE SECRETARY CAN APPOINT A THREE MEMBER ACADEMIC INTERVENTION TEAM, WHICH
HAS ALL THE POWER CURRENTLY EXERCISED BY THE ELECTED SCHOOL BOARD--INCLUDING
THE AUTHORITY TO CHANGE THE CURRICULUM, ADOPT A BUDGET, AND RAISE TAXES

5TH REMEDIATION TAKES PLACE FOR THOSE WHO HAVE NOT DEMONSTRATED THE DESIRED OUTCOMES. STUDENTS ARE ASKED WHAT THEIR OBJECTIONS ARE.
6TH GRADUATION IS ALLOWED WHEN STUDENTS HAVE MET ALL THE OUTCOMES. (THIS COULD BE THREE WEEKS OR TEN YEARS)
IN PENNSYLVANIA THE E.Q.A. TEST IS GIVEN IN THE 5TH, 8TH, & 11TH GRADE. AFTER THE TEST EACH DISTRICT IS INSTRUCTED TO STATE HOW THEY WILL CHANGE THE CURRICULUM TO MEET THE GOALS. THIS TEST HAS 30 ACADEMIC QUESTIONS AND 385 ATTITUDINAL QUESTIONS. THEY BASE THEIR LONG RANGE PLAN ACCORDING TO TEST SCORES. AT THIS POINT THE STATE STEPS IN TO ASSIST WITH CURRICULUM DIRECTION BY INTRODUCING WHAT THEY CALL "VALIDATED PROGRAMS." (validated to change behaviors and attitudes of children in a particular subgroup) AFTER THE E.Q.A. TEST WAS OPPOSED BY THE PUBLIC IN PENN. IT WAS ELIMINATED. BUT, THE STATE INCORPORATED IT INTO THE ASSESSMENT SYSTEM ANYWAY. THE STATE COMPLETED THE REVISION OF THE E.Q.A. IN 1993 AND PUBLICLY SAID "WE WILL RETURN TO TESTING ALL GOALS BY 1993."
IN 1987 JOHNS HOPKINS UNIVERSITY STATED THAT O.B.E. DOES NOT WORK.

UNDER O.B.E. ACHIEVEMENT GOES DOWN, BUT IT DOESN'T SHOW UP BECAUSE WHEN THE OUTCOME IS MET EVERYONE RECEIVES THE SAME GRADE.
STATE REGULATIONS SAY DISTRICTS MUST DEVELOP A PLAN TO DRIVE CURRICULUM THAT WILL MEET STATE OUTCOMES. IF THE PLAN DOES NOT MEET THE STATE STANDARDS THE DISTRICT MUST DO IT OVER.
ACCORDING TO SENATE BILL 1268, AFTER ASSESSMENT, IF A DISTRICT IS BELOW THE STATE AVERAGE, THEY ARE DEEMED TO BE "CURRICULUM DEFICIENT." WHICH ALLOWS THE STATE TO APPOINT A MANAGERIAL TEAM TO REPLACE THE LOCAL SCHOOL BOARD INCLUDING THE POWER TO TAX AND SET CURRICULUM. (AN AVERAGE IS JUST THAT AN AVERAGE. SO THAT MEANS THAT SOME OF THESE DISTRICTS ARE ALREADY DEFICIENT.)
O.B.E. IS AVERAGING A SIX TO TEN FOLD INCREASE ($) OVER THE EXISTING CURRICULUM IN THE STATES THAT HAVE ADAPTED THIS NEW WAY OF ASSESSING.
ALL STUDENTS WILL ACHIEVE ALL OUTCOMES OR THEY WILL NOT MOVE FORWARD.
